Interesting piece in The New York Times on possible enrollment growth in employer-sponsored health coverage. We surveyed over 700 employers in January after open enrollment and they did not report any meaningful growth in enrollment overall. We attributed it to the delay of the employer mandate as well as the relatively low penalty associated with the individual mandate for 2014. The real proof will come January 1, 2015 when the employer mandate takes effect -- albeit with less teeth as the “substantially all” threshold for minimum essential coverage was reduced to 70% for 2015 (increasing to 95% in 2015). Still, we expect to see some enrollment grow in 2015 – but then, we expected to see some in 2014, too!
