Excepted Benefits Guidance Clarified

A recent “FAQ” from federal regulators clarifies that as long as supplemental insurance doesn't provide essential health benefits, it can cover any benefit excluded from a primary group health plan and remain an "excepted benefit" exempt from many federal mandates. The guidance should ease concerns that a current safe harbor may not apply to certain supplemental coverage.

New IRS guidance sets 2016 limits for health savings accounts (HSAs) and high-deductible health plans (HDHPs). Final Health and Human Services Department regulations issued in February set 2016 ACA out-of-pocket maximums for nongrandfathered group health plans.
